'It's time to end this addiction to benefits'

"Welfare dependency, educational failure, addiction, debt, and family breakdown – these are the five pathways to poverty which we are determined to deal with", says Iain Duncan Smith, Secretary of State for Work and Pensions. "The publication of the Welfare Reform Bill is a huge step forward. It will put work, rather than hand-outs, at the heart of the welfare system. It will ensure that we continue to provide appropriate support for those genuinely unable to work. And it will provide a fair deal for the taxpayer."

Smith has studied this problem. If his plan works, it will be good for everybody.
