David observes that a government study for the years 1890-92, which was quoted by Second Amendment scholar Janet Malcom, found only three handgun homicides, an average of one a year, in a population of 30 million in Britain. In 1904 there were only four armed robberies in London, then the largest city in the world. This was at a time when the British maintained their right to bear arms.
In his book The Welfare State We're In, James Bartholomew notes that charitable giving by Londoners at the end of the 19th century exceeded the government budgets of several European countries.
